    Rail transport

    Railways are composed of a traced path on which wheeled vehicles are bound. In light of more recent technological developments, rail transportation also include monorails and maglev. Heavy industries are traditionally linked with rail transport systems, although containerization has improved the flexibility of rail transportation by linking it with road and maritime modes.

    Benefits of Rail transport

    • It facilitate long distance travel and transport of bulky goods which are not easily transported through motor vehicles.
    • It is a quick and more regular form of transport because it helps in the transportation of goods with speed and certainty.
    • It helps in the industrialization process of a country by easy transportation of coal and raw-materials at a cheaper rate.
    • Railway is the safest form of transport. The chances of accidents and breakdown of railways are minimum as compared to other modes of transport. Moreover, the traffic can be protected from the exposure to sun, rain snow etc.
    • The carrying capacity of the railways is extremely large. Moreover, its capacity is elastic which can easily be increased by adding more wagons.

    • Another disadvantages of railway transport is its inflexibility. It routes and timings cannot be adjusted to individual requirements.
    • Rail transport cannot provide door to door service as it is tied to a particular track. Intermediate loading or unloading involves greater cost, more wear and tear and wastage of time. The time cost of terminal operations are a great disadvantage of rail transport.
    • Railway transport is unsuitable and uneconomical for short distances and small traffic of goods.
    • Because of huge capital requirements and traffic, railways cannot be operated economically in rural areas. Thus, large rural areas have no railway even today.

    Air transport

    Air activities are linked to the tertiary and quaternary sectors, notably finance and tourism, which lean on the long distance mobility of people. More recently, air transportation has been accommodating growing quantities of high value freight and is playing a growing role in global logistics.

    • The supreme advantage of air transport is its high speed. It is the fastest mode of transport and thus it is the most suitable mean where time is an important factor.
    • It provides a regular, comfortable, efficient and quick service.
    • It follows the shortest and direct route as seas, mountains or forests do not come in the way of air transport.
    • Air transport can be used to carry goods and people to the areas which are not accessible by other means of transport.
    • It can operate even when all other means of transport cannot be operated due to the floods or other natural calamities. Thus, at that time, it is the only mode of transport which can be employed to do the relief work and provide the essential commodities of life.

    • It is the costliest means of transport. The fares of air transport are so high that it is beyond the reach of the common man.
    • Its carrying capacity is very small and hence it is not suitable to carry cheap and bulky goods.
    • Air transport is uncertain and unreliable as it is controlled to a great extent by weather conditions. Unfavorable weather such as fog, snow or heavy rain etc. may cause cancellation of scheduled flights and suspension of air service.

    Policy and Legal Restrictions

    International Civil Aviation Organization’s activities in the air transport policy and regulation programme deal mainly with matters relating to the regulation of international air transport and its liberalization. Its activities include

    • Monitoring and analyzing trends and developments;
    • Studying regulatory issues of general importance;
    • Developing policy and guidance material;
    • Dissemination and implementation of policy guidance;
    • Providing advice, guidance and assistance to ICAO member States; and
    • Development and implementation of ICAO policies on taxation of international air transport.

    The transport manager must put into consideration measures that will incorporate this policies and guidelines.
